You almost always need a job offer first
Canada issues work permits under two systems. The Temporary Foreign Worker Program requires the employer to obtain a Labour Market Impact Assessment (LMIA) showing no Canadian was available for the role. The International Mobility Program covers LMIA-exempt situations — intra-company transfers, certain trade-agreement professionals, and specific public-policy streams. Both are built around an employer. There is no general 'Canada work permit' that lets you arrive and search for work. The main open work permits — the Post-Graduation Work Permit and spousal open work permits — are reached through Canadian study or through a partner's status, not applied for from Pakistan directly.
Pakistan is not in the International Experience Canada program
IEC is the working-holiday route that lets young people work in Canada without a job offer. It runs on bilateral youth mobility agreements, and Pakistan does not have one. Any agent offering an IEC or 'working holiday' visa for a Pakistani passport is describing something that does not exist. This is one of the most common ways applicants in Pakistan are defrauded.
What an LMIA-based application actually involves
The employer applies to Employment and Social Development Canada, advertises the role, and demonstrates that hiring you will not displace a Canadian worker. The employer pays the LMIA processing fee — you do not. Once an LMIA is approved, the employer sends you the LMIA number and a copy of the offer, and you apply to IRCC for the work permit. Because the employer carries the cost and the compliance burden, genuine LMIA offers to overseas candidates are concentrated in occupations with real shortages, not in general labour.
Documents you will need
A valid passport with sufficient remaining validity; the job offer letter and employment contract; the LMIA number or the LMIA-exempt offer of employment number from the employer portal; proof of the qualifications and experience the offer relies on, including degree certificates and employment reference letters; language test results where the occupation or stream requires them; proof of funds where applicable; police certificates; an immigration medical examination where required by occupation or length of stay; and biometrics. Where documents are not in English, certified translations are required. The set that matters most in practice is the evidence that you genuinely hold the skills the job offer claims — that is what refusals turn on.
Biometrics and what happens after
Applicants from Pakistan give biometrics at a Visa Application Centre after submitting the application and paying the biometrics fee. Processing time runs from the point the application is complete, and varies by stream, occupation and volume. IRCC publishes current processing estimates, which move constantly — check the live tool rather than relying on a number quoted in a blog post or by an agent.
How to tell a real offer from a scam
It is illegal in Canada for an employer or recruiter to charge you for a job offer or to recover the LMIA fee from you. Treat as fraudulent: any request to pay for an LMIA or job offer; a job offer that arrives without an interview; an employer who cannot be found in Canadian business registries; pressure to pay quickly in cash or crypto; and guaranteed approval. Verify the employer independently, insist on speaking to them directly, and check that any consultant you use is registered with the College of Immigration and Citizenship Consultants.
The route most Pakistani applicants should actually consider
For many profiles, permanent residence through Express Entry is a more realistic target than a work permit, because it does not require an employer at all — and since 25 March 2025 a job offer awards zero CRS points, so chasing one for points is wasted effort. Studying in Canada and then using a Post-Graduation Work Permit is the other well-trodden route to open work rights. We assess which of the three is genuinely open to you before you spend anything.
